Independent Distribution Connection Specialists (IDCSL) is a fast‑growing Independent Distribution Network Operator (IDNO) focused on delivering safe, reliable, and future‑ready electricity networks across the UK. We work closely with Independent Connection Providers (ICPs), developers, consultants, and EV infrastructure providers to design, adopt, and operate high‑quality LV and HV networks that meet stringent regulatory, safety, and performance standards.

Role Purpose
The Head of Networks is responsible for the safe, compliant, and efficient operation of IDCSL’s electricity networks and for leading the end‑to‑end design and engineering governance that underpins network adoption, long‑term asset performance, and commercial value. The role ensures operational excellence, robust engineering standards, and high‑quality network designs that meet regulatory, technical, and commercial requirements. It also strengthens IDCSL’s market position through effective stakeholder engagement, strategic leadership, and continuous improvement.
Key Responsibilities
1. Operations Leadership (Primary Accountability)
Lead the safe and compliant operation of all adopted networks in line with ESQCR, Ofgem licence conditions, and industry codes.
Oversee O&M arrangements, including fault response, planned maintenance, and emergency procedures.
Manage the performance of operational partners, ensuring SLAs, KPIs, and safety standards are consistently met.
Ensure effective monitoring, control, and visibility of networks through SCADA, telemetry, and reporting systems.
Drive continuous improvement across operational processes, resilience planning, and customer service.
Maintain high standards of operational governance to protect IDCSL’s reputation and regulatory standing.
2. Design & Engineering Governance (Primary Accountability)
Lead the design function, ensuring all network designs meet IDCSL adoption standards, regulatory requirements, and long‑term asset value expectations.
Oversee technical assurance, design approvals, and engineering governance frameworks.
Ensure design processes are efficient, consistent, and aligned with commercial and operational needs.
Champion innovation in design, including smart networks, flexibility solutions, and EV infrastructure.
Ensure designs support safe operation, long‑term reliability, and commercial optimisation.
3. Regulatory Compliance & Technical Assurance (Supporting Accountability)
Ensure operational and design activities comply with licence obligations, DUoS billing accuracy, and dataflow integrity.
Maintain alignment with all relevant codes.
Lead compliance activities to meet legal and regulatory requirements for asset adoption and network operations.
Represent IDCSL in technical and operational forums, influencing regulatory outcomes and raising the company’s profile.
4. Commercial & Stakeholder Engagement (Supporting Accountability)
Provide technical and operational expertise to commercial teams during bid, negotiation, and adoption stages.
Build strong relationships with ICPs, developers, consultants, and O&M partners.
Support the development of commercially viable, technically robust solutions for new connections and asset adoption.
Promote IDCSL’s capabilities across the market, contributing to customer growth and repeat business.
5. Team Leadership & Organisational Development
Lead and develop teams across operations and design.
Build a culture of safety, technical excellence, and continuous improvement.
Implement workforce plans, succession planning, and capability development across operational and design functions.
Foster a collaborative, high‑performing environment aligned with IDCSL’s values and strategic objectives.
Skills & Experience Required
Leadership & Management
Proven leadership experience in operations and/or design within an IDNO, DNO, or ICP.
Experience leading multi‑disciplinary teams and driving organisational performance.
Technical Expertise
Electrical Engineering Degree.
Strong technical knowledge of networks, design standards, and operational safety.
Understanding of electrical distribution systems ideally up to 132kV.
Experience managing O&M partners, fault response arrangements, and operational performance.
Regulatory & Commercial Insight
Deep understanding of regulatory frameworks, industry codes, and IDNO licence obligations.
Ability to balance technical, operational, and commercial considerations in decision‑making.
Communication & Stakeholder Skills
Strong communication, stakeholder management, and presentation skills.
Proactive, solutions‑focused approach to problem‑solving.
